WSP are looking for a Senior or Principal Facilities Management Consultant to join our Investment Services Team to deliver a range of FM advisory and due diligence services. The Investment Services Team provides investment related commercial and technical advice to UK and international developers, investors, lenders, and private equity institutions. The team also supports FM Contractors with their ongoing Service Delivery and reviewing their Performance Monitoring Systems.

Currently this role will primarily be focused on the PPP/PFI sector, covering all infrastructure sectors including education, healthcare, social housing etc. However, whilst valuing our existing customers we are looking to grow our strategic FM Services in all areas and this role would support our initiatives.

The role will provide FM Advisory services to both existing and new clients and the successful candidate will join a growing and successful FM advisory team. This role will report to an FM Advisory Services Associate.

The successful candidate will also be highly IT literate, have an in-depth, and ideally on the ground experience of delivering FM Services and have a good grasp of the commercial requirements of delivering FM Services within the PFI Sector. They will have the ability to operate as part of business unit and within a multi-task environment within appropriate authority levels.

  • Delivery of FM heath checks on operational PFI contracts across a wide range of sectors, but primarily focussed on social infrastructure (Health, Education, Social Housing and Student Accommodation);

  • Deliver Helpdesk and Performance Monitoring System / Payment Mechanism audits for Local Authorities/SPV’s/FM Contractors;

  • Deliver enhanced operational monitoring on distressed projects including providing comment on suitability of remedial programmes and monitor delivery against these;

  • Provide support to clients in re-negotiations of commercial terms on operational PFI projects;

  • Deliver Independent FM Contract Benchmarking on behalf of FM Contractors and SPV’s across social infrastructure PFI assets;

  • Management and delivery of FM Procurement exercises on behalf of clients;

  • Due diligence on behalf of Senior Debt Providers and Equity Providers on Project Agreements, Payment Mechanisms, FM Termination and other relevant issues analysing the project risks against the market expectations;

  • Provide day-to-day project management of commissions to ensure compliant and effective delivery as agreed with client;

  • To control and monitor budgets allocated to major projects, managing and reporting on spend to ensure that Client managers are fully informed on progress against budgets in a timely fashion;

  • Assist with the FM teams development and growth;

  • Assist team in maintaining benchmarking databases to deliver both internal and external clients FM Services benchmarking;

  • A continuous staff training programme is in place to ensure all that staff have the tools to do the job and role progression is encouraged via a structured Personal Development review process.

  • You have a strong working knowledge / experience of the PPP/PFI sector gained from an FM Operational, FM Consultancy or Technical Advisory background.

  • Are able to motivate yourself and others to achieve the vision, values and objectives of WSP and those of our clients.

  • Can demonstrate the effective management and achievement of team/business unit objectives which support WSP objectives and achieve staff commitment to these plans.

  • Have experience across a broad range of PFI sectors is desirable but demonstrated delivery with the social sectors (healthcare, education, housing etc.) is essential

  • Have a proven ability to manage client relationships.

  • Can communicate clearly and articulately.

  • Are able to deliver to planned timescales and committed to working in a fast paced and growing team.

  • Are able to consider the commercial and financial impact of your work.

  • Can implement effective budget management to maintain a consistent high level quality of service and cost effectiveness.

  • Understand your priorities and responsibilities in relation to providing an excellent standard of customer service.

  • Ideally have experience in managing the procurement of FM Contractors and/or undertaking Benchmarking/Market Testing Exercises.

  • Possess an understanding of Whole Life Costing / Lifecycle Modelling.

  • Ideally possess membership or certified membership of IWFM and/or the RICS FM pathway.

  • Are willing to travel within the UK to undertake site visits / client meetings with occasional overnight stays required.
